CSA 2010
Important information every motor carrier and driver need to know
CSA 2010: Its goal is to achieve a greater reduction in large truck and bus crashes, injuries, and fatalities. It involves four major components of compliance and enforcement
1) Measurement
2) Intervention
3) Safety evaluation
4) COMPASS
The first aspect of CSA 2010 is measurement. Here are the 7 areas of measurement that the project will be focusing on.
MEASUREMENT
1) Unsafe Driving
Dangerous or careless operation of commercial motor vehicles.
2) Fatigued Driving
Driving commercial motor vehicles when fatigued. This includes hours of service violations
3) Driver Fitness
Operation of commercial motor vehicles (CMVs) by drivers who are unfit to operate a CMV due to lack of training, experience, or medical qualification.
4) Controlled Substances and Alcohol
Operation of a CMV while impaired due to alcohol, illegal drugs, and misuse of prescription medications or over-the-counter medications.
5) Vehicle Maintenance
CMV failure due to improper or inadequate maintenance.
6) Improper Loading/Cargo Securement
Shifting loads, spilled or dropped cargo, and unsafe handling of hazardous materials.
7) Crash/Incident Experience
Histories or patterns of high crash involvement, including frequency and severity.
INTERVENTION
Once the measurement system signals the need for intervention, CSA 2010 would proceed with progressive interventions. These include:
- Warning Letter
- Targeted Roadside Inspection
- Off-Site Investigation
- On-Site Investigation
- Comprehensive Notice of Claim/Settlement Agreement
SAFETY EVALUATION
Safety fitness determination:
- Continue to operate
- Marginal, with ongoing intervention
- Proposed “unfit”
COMPASS
FMCSA (Federal Motor Carrier Safety Administration) initiative that will leverage new technology to, among other things, identify high-risk carriers and drivers more effectively.
